Abstract
The purpose of this study aims to suggest the retail-minus mobile wholesale pricing model that considers cost drivers of wholesale price. It is common in many countries that the regulation authorities are using MVNO(Mobile Virtual Network Operator) policy as s service based competition policy. The key success factor of MVNO policies is the control of the mobile wholesale price to lower entry barrier. Korean government adopted the retail-minus wholesale pricing model, and its frame retained from the beginning of when MVNO policies are adopted, thus it needs to be reshaped in order to reflect the changing mobile market environment. Firstly, this study aims to develop a pricing model correspond with its payment system in order to enhance economic efficiency. Thus we suggests the mobile wholesale pricing model that separates into two groups; revenue-sharing tariff group and non-revenue-sharing tariff group. Secondly, the suggested pricing model in this paper includes specific avoidable-cost allocation method that considers cost drivers of wholesale price. The result of this study contributes to improve rationality of the mobile wholesale pricing regulation, thus it enhances not only the competition of the mobile market, but also the stability of the wholesale pricing regime.
