Abstract

‘Creative Economy’ has been proposed as a national agendum of the incumbent government. Assumed to be a booster of national competitiveness, this national agendum still needs implementable policy details. ‘Cultural Industry Cluster(CIC)’ is considered a promising vehicle of Creative Economy. Extant research on the industry cluster provides useful insights, but does not fully explain the synergy creation potential among the players in the ‘unrelated’ fields. Based on the ecological perspective, this study attempts to analyze the structure and function of CIC through the lens of network effect and cross-side network effect, and identify the synergy creation potential. Network effect provides a strong analytical tool to validate the roles of the players as well as the relationship among them. Through the critical review of the various policy agenda, this study will propose key discussion points for the policy makers.
