Abstract

This study provides overall picture of human capital of North Korea and suggests key issues regarding the management of North Korean people after the unification of two Koreas. We evaluate the present states of North Korean human capital by combining statistics published by government agencies and literature on the human capital of North Korea. To investigate the detailed characteristics of North Korean workers, we conducted a survey on South Korean companies that have establishments at the Kaesong Industrial Complex and interviewed executives of those companies. We found that North Korea has cheap human resources with great learning capabilities. However, those workers tend to be passive and prefer to follow bureaucratic rules. Based on the analysis, we propose an integrative model that can acculturate North Korean people to the South Korean HRM practices and thus facilitate fast social stabilization and prosperity in the coming era of South-North unification. Finally, we discuss roles of scholars in business schools, business leaders, and government officers in preparing the unification with respect to the management of North Korean human resources.
